Welcome to the ECHOES reports and deliverables page. In this section, you can find the official documents produced during the project’s five year lifetime which are made public as the project progresses. These documents are essential to share the results of our work with the scientific community, policy makers, and the general public.
All the reports and other outputs from ECHOES and related ECCCH projects are also to be found in the ECCCH (Cultural Heritage Cloud/ECHOES) Community in Zenodo.

Project Booklets
This booklet presents the context in which the ECHOES project proposes its Cloud Architecture, its Data Model and its Integration Framework and explains how institutions, projects and stakeholders can take part in building the Cultural Heritage Cloud by integrating their resources into this emerging European Digital Commons.
Project Management Deliverables

This project handbook (D1.1) offers guidelines for ECHOES partners. It covers the most important administrative aspects of the project, including the management structure, project reporting, working methods, innovation management, intellectual property and data protection.

The D1.2 Ethics and Data Management Plan (DMP) outlines the strategies for data management and ethical compliance throughout the ECHOES project lifecycle. Designed as a living document, it will be regularly updated to support the development of the Cultural Heritage Cloud (ECCCH).

Enhancing Collaboration and Integration Deliverables

The aim of the ECHOES Integration Strategy (D3.1) is to facilitate the development of the Cultural Heritage Cloud as a shared platform offering access to data, advanced digital tools and state-of-the-art workflows for the creation and analysis of a new generation of semantically rich and collectively produced heritage assets. The strategy will help ensure that the Cultural Heritage Cloud becomes a coherent, sustainable and user-friendly infrastructure.

The ECHOES Integration Roadmap (D3.2) provides the operational framework to implement the Integration Strategy defined in deliverable 3.1, translating the high-level and conceptual rationale into practical processes. Whereas the strategy outlines why integration is needed, the present roadmap on how diverse digital resources – from datasets and software to services, workflows, and semantic artefacts – can be prepared, aligned, and incorporated into the emerging Cultural Heritage Cloud (ECCCH).

Building a New Community

This deliverable presents the ECHOES strategy for community building in support of the European Collaborative Cloud for Cultural Heritage (ECCCH). Building on the consultation and mapping activities carried out in D4.1, this strategy document defines the ECCCH community as a federated, practice-based, and non-exclusive ecosystem composed of existing cultural heritage communities, networks, institutions, and emerging communities of practice around shared Cloud tools, services, data, and workflows.

Capacity Building and Training Deliverables

The overarching goal of this document is to provide common, high-level guidelines for developing impactful capacity-building resources within ECHOES. Key challenges in the cultural heritage sector, such as limited resources, fragmentation, technical knowledge gaps, and barriers to communication and data sharing, underscore the need for a cohesive and strategic approach to capacity building.

This deliverable defines the operational model for developing, integrating, and sustaining training resources within the ECCCH ecosystem. It translates the strategic principles of capacity building established in D5.1 Principles of Capacity Building, and the roadmap outlined in D5.3 Strategy and Roadmap for Capacity Building, Training and Knowledge Transfer into a Training Integration Framework that positions training as a core component of the European Collaborative Cloud for Cultural Heritage, rather than as a downstream dissemination activity.

This deliverable defines the target architecture of the Cultural Heritage Cloud and establishes the M24 architectural baseline for data and cloud components. It addresses the challenge of operating the Cloud as a hybrid federated environment in which centrally governed platform capabilities coexist with provider-operated services, external repositories and domain-specific applications.

Digital Commons Knowledge-Base Deliverables

The deliverable describes the rationale for creating the Heritage Digital Twin (HDT) and its Ontology (HDTO), as the core ontology for organising the data forming the ECCCH’s Knowledge Base and provides a detailed description of its classes and properties, along with concrete examples and references to CIDOC-CRM extensions the HDTO refers to.

Vertical Applications
This deliverable presents the conceptual framework and development roadmap for the Vertical Applications (VAs) developed within Work Package 8 (WP8) of the ECHOES project. Vertical Applications constitute the Application Layer of the European Collaborative Cloud for Cultural Heritage (ECCCH), providing domain-oriented tools that enable cultural heritage professionals and researchers to interact with, enrich, and exploit Heritage Digital Twins (HDTs) within a federated cloud environment.

This document outlines the founding principles of the Cultural Heritage Cloud (ECCCH) governance framework. This report outlines the ECHOES proposal for a distributed, multi-level, collaborative governance model for the future Cultural Heritage Cloud legal entity. Based on a comprehensive benchmarking of legal options and governance models from comparable European initiatives, it recommends an institutionalisation process as a two-step strategy that involves creating a temporary non-profit association before creating a European Digital Infrastructure Consortium (EDIC).

This Complementary Paper presents the results of the research carried out to assess the potential legal forms of the future European Collaborative Cloud for Cultural Heritage (ECCCH). The investigation examines the governance and legal options, with particular attention to the extent to which different legal forms can support sustainability, transnational coordination, institutional legitimacy, and operational flexibility.

ECHOES, the platform project for the Cultural Heritage Cloud initiative, is currently developing a governance model to implement its vision for a Cultural Heritage Digital Commons. This first policy brief reflects on discussions and ideas exchanged during two public policy events held in Brussels in 2024 and 2026.

Long-term sustainably Deliverables

This Strategic Research and Innovation Agenda (SRIA) articulates the strategic orientations emerging from the foresight exercise conducted through the methodology of Political, Economic, Social, Technological, Environmental and Legal (PESTEL) dimensions under T11.1, integrated with extensive stakeholder consultation across the ECHOES consortium. It identifies three Priority Areas — Infrastructure and Interoperability, Communities and Capacity, and Sustainability and Value Creation — aligned with the Cultural Heritage Cloud’s phased development towards a permanent European infrastructure.
